While that's true, I don't think it's what the parent meant. Colloquially, when we say
to boil water
we don't mean
until the vessel is dry
, just until a
roiling boil
is reached (this is typically how we cook pasta).

If the 1000 kg is heated uniformly, this is not enough energy to bring it to a "roiling boil". There will be no bubbles.
